About

Andrey L. KozikI am an international lawyer working where the law of armed conflict meets technology. Since 2019 I have been with the International Committee of the Red Cross (ICRC); today I am Regional Legal Coordinator and Head of Prevention and Protection at its regional delegation in New Delhi, where I represent the ICRC in discussions on autonomous weapon systems and AI-enabled decision-support systems. Earlier, in Moscow, I led the ICRC’s dialogue on international humanitarian law and information and communication technologies across eleven countries of Eastern Europe, the South Caucasus and Central Asia.

I am a co-author of the Tallinn Manual 2.0 on the International Law Applicable to Cyber Operations and a peer reviewer of the ICRC’s updated Commentaries on the First and Third Geneva Conventions, both published by Cambridge University Press. I started out as a programmer, spent twenty years in universities — six of them as first vice-rector — and I still write code.

Views expressed on this site are my own and do not necessarily reflect those of the ICRC.
